In announcing his plans, Kramer, 49, took a jab at Augustine, saying the controller's office is "99 percent technical and 1 percent political. You need a financial professional in there."
Other candidates for the job that Nevada Controller Darrel Daines is vacating after 16 years include Mary Sanada, a former top staffer who challenged him four years ago and is running again as a Democrat.
Las Vegas lawyer Terry Care also has said he is running for Augustine's Senate seat as a Democrat.
Kramer, who has a master's degree in business, has been treasurer of Carson City for one term. He worked 15 months in the state treasurer's office, where he rose to deputy treasurer for operations. Before his service with the state, Kramer worked for Central Data Processing, a firm that serviced the state's computer systems.
Kramer said the problems he faced in state and city employment have prepared him for the controller's job. He added one of his chief goals is to keep the state moving toward a more efficient computer system so it is "less paper bound."
He also said he wants to prepare the state's computer programs for the next century and revamp the state's system for organizing its finances.
