Sparks to take part in FEMA plan

Now, FEMA and the city of Sparks are joining up to prepare for a disaster before it happens. Prevention costs less than half the amount that has to be spent after a crisis hits, FEMA officials said during Thursday's announcement.
Sparks is one of 50 cities chosen nationwide to take part in the program after it developed an advance plan that relies largely on volunteers.
Suggestions include water barriers and pumps around a flood-prone fire station and nearby businesses, education of home and business owners about easing the impact of floods and earthquakes, and development of a tool-lending library for people who want to make their homes more disaster resistant.
