The most significant changes involve bag matching and passenger profiling.
The bag matching provision means a passenger's bags may not be transported unless the passenger is on that flight. The security measure is already implemented on international flights and has been done on a limited basis on domestic flights.
Also being phased in is a new Computer-Assisted Passenger Screening program, which selects certain baggage for examination.
Authorities have not determined what caused the TWA jet to explode shortly after leaving New York City on a flight to Paris, but have ruled out terrorism. The crash prompted new security guidelines, some of which went into effect at airports around the country on Thursday.
