Constable Nolen cleared of charges

CARSON CITY -- The state Attorney General's Office said Friday there was not enough evidence to support criminal charges against Las Vegas Constable Bob Nolen and Chief Deputy Constable Douglas Tharp over false travel claims.
Due to a lack of internal controls and insufficient documents at the constable's office on mileage claims, there is no way to prove or disprove whether any of the claims deputies submitted were bogus, the Attorney General's Office said.
However the Clark County District Attorney's office said procedural changes in the constable's office have been implemented so that mileage claims may now be verified.
The investigation was turned over to the state by the Clark County District Attorney's Office to avoid a potential conflict of interest.
Two state deputies were assigned to the probe and reported there "is insufficient evidence of wrongdoing" by Nolen and Tharp.
