R&R has long been accused of getting preferential treatment -- such as getting the recent five-year contract in 1994 without going to bid -- because it is the most politically connected ad agency in Nevada. R&R and elected officials have denied the firm is given special favors, and R&R's creativity has been widely recognized, even by those who disagreed with the lack of competitive bidding.
But open bidding is the only way to find out which ad agency has the best ideas. One of the first impressions people get of Las Vegas is through advertising, so it is crucial to reach out and see which firm can make Las Vegas stand out with the increasing competition among tourist destinations.
