Brief: Tennessee gambling debate heats up

That's causing renewed debate on whether the state should have a lottery, the Commercial Appeal newspaper reported.
Memphis attorney A.C. Wharton, a member of the state Higher Education Commission, is calling for a statewide lottery vote.
A state panel, meantime, listed a lottery as one of three options to finance improvements in Tennessee's higher education system.
