The group plans to return to the 9th U.S. Circuit Court of Appeals to seek reconsideration of a Clark County handbill ordinance.
A three-judge panel from the 9th Circuit recently announced that the county could not enforce the law.
Now the county wants an 11-member panel of judges to consider the issue.
The Clark County Commission passed an ordinance in January 1997 making it a misdemeanor to distribute leaflets on the Strip. The ban was aimed at hawkers who handed out literature on adult-oriented businesses.
The three-judge 9th Circuit panel said the county ordinance was overbroad and unconstitutional.
