Ethics panel dismisses complaints against three

The commission dismissed two unrelated complaints against county commissioner Mary Kincaid. One complaint was that she acted inappropriately in appointing North Las Vegas constable Herb Brown. Another was that she voted for a fire department labor contract after receiving a donation from the union involved.
Complaints were also dismissed against Clark County Aviation Director Randy Walker and his predecessor, Bob Broadbent. The complaints claimed an airport contract was awarded to an unqualified company.
