The engineer and nearby witnesses told investigators the woman was walking in the eastbound tracks on Wednesday, then dropped and lay her head on the tracks as a westbound train passed by.
She's described as being in her 20s with a medium build, light brown shoulder length hair and hazel eyes and with a gold navel ring.
She had a red 49ers sweatshirt wrapped around her waist and was wearing black Speedo sweatpants, Nike Air shoes and headphones.
