Matthew Adams, 22, asked that an investigation be conducted into the confrontation he had in a shopping center parking lot Aug. 2 with officer Glenn Thomas.
Thomas, 43, is a member of the special investigations unit of the Las Vegas Metropolitan Police department. He is accused of pointing a gun at Adams following a traffic incident.
The department's Internal Affairs Bureau conducted an investigation, then ordered Thomas suspended for 80 hours without pay.
Gary Peck, head of the American Civil Liberties Union of Nevada, said Thomas' punishment is further evidence that the department "just doesn't get it."
Adams, in his letter to District Attorney Stewart Bell, said he felt he had given sufficient information at the scene to proceed with a criminal case.
Assistant District Attorney J. Charles Thompson said he was not aware a report had been filed nor was he aware of the letter to Bell.
