Jim Morris wanted $1,875 that he had to reimburse a client in December. He said the government should know how to handle snow removal.
But Judge Jerald Lasarow said the county did its best to clear the roads and little evidence was presented that anybody but Morris was affected.
The county said weather forecasts called for 3-4 inches of snow, and that's what crews prepared for. Instead, 2 feet of snow fell in the first 12 hours with 4-6 feet by the time the storm moved east.
