The grand jury met for a little over an hour on Wednesday before returning the indictment against Christopher Ray Dennison.
The indictment charged Dennison, 35, with attempted murder, assault with a firearm against a peace officer and other weapons violations.
Deputy William Doyle was patrolling the beach at Kings Beach State Park on the evening of Dec. 15, 1996. Authorities said Dennison emerged from the dark and allegedly began shooting.
Doyle was struck by five bullets and credits a bullet-proof vest for saving his life.
He also was hit in the shoulder, elbow, hand and knee and is still recovering from the injuries.
Dennison is being held in Portland, Ore., where he is awaiting trial on federal bank robbery charges, prosecutors said.
Bank robbery charges also are pending against him in Idaho, Nevada, California and Arizona.
