Letter: If Congress were honest, we wouldn’t need line-item veto

I would have no objection to his point of view (elimination of the line-item veto) provided that there also be a rule (NOT changeable NOR modifiable by Congress) that Congress MUST draft all bills such that each bill ONLY deals with one issue and Congress MAY NOT tack on amendments of ANY kind that do not have a direct relationship to the core bill.

However, it is self-evident that not only is such a rule not likely to be ever enacted but it is also obvious that such a rule would be very difficult to enforce in consideration of the slimy lawyer types that occupy the halls of Congress.

The fact is that if Congress conducted its business with integrity and, not with the intent of fattening its own pockets or the pockets of its own little constituency, at the expense of the entire country, the line-item veto would never have been necessary.
