Feds appeal state denial of water rights

The Bureau of Land Management sought the water rights for springs in the Pine Nut Range.
But state engineer Mike Turnipseed denied the applications based on a state law passed two years ago that says water permits can be issued only to those who legally can have livestock.
The BLM does not have grazing permits or leases.
The amendment was pushed by state Sen. Dean Rhodes, R-Tuscarora, who said it was intended to counter BLM regulations that assert the agency retains title to water while making public range improvements.
