Police said Cassidy Root, 18, was alone in the Yori Avenue apartment and surrendered peacefully Wednesday after a hostage negotiator was called in as a SWAT team stood by.
The standoff caused streets to be blockaded in the area of Grove, Yori, Stoddard, Apple and Wrondel, just west of Kietzke Lane. Nearby residents were evacuated and pupils at Echo Loder Elementary School were kept inside.
Nobody was hit and investigators said they did not know what prompted the incident.
In addition to extensive damage in his apartment, rounds were fired into an adjoining unit and through nearby windows.
