Lungren gets ‘pilot program’ measure

The ballot measure, by Oxnard lawyers John Brown and Robert Wilson, would create a 28-year pilot program. Under the measure, the casinos would be built in California City in Kern County and at a reservation to be determined by a majority vote of the tribes.
Among other things, the initiative would permit betting on sporting events, slot machines, dice, roulette, blackjack and house-banked card games.
The proposed ballot measure was submitted to the attorney general's office for titling. Once certified to start circulating petitions, backers will have 150 days to collect at least 433,269 signatures of registered voters to place the measure on the June 1998 ballot.
