Letter: Place water cost burden on those who will use it

I wasn't privy to any of the deliberations by SNWA member entities or citizen input. I do recognize we have a problem and probably throwing some money at it will help to resolve it. The proposal to invoke sales tax for water lays it on everyone. But I see lots of users escaping.
I would like to see the sales tax laid on only the water users, on a per 1,000 gallons basis, or some similar convenient unit.
This seems more fair. Maybe industry will squawk, but they squawk about all costs of doing business and it certainly won't put anyone out of business.
I challenge all you pundits, councilpersons, commissioners, mayors, legislators and the governor to place the water cost burden where it belongs, on the users in proportion to their consumption. Many different measuring systems are needed, such as for construction and dust-control, but we have smart folks to solve those problems.
