Scant turnout nixes bonds, returns Council member Zive

Only 21.75 percent of the registered voters bothered to cast ballots on Tuesday, surpassing the city's previous election low of 28 percent set in 1993.
A $10.25 million park and recreation bond failed 2,939-4,292. Voters nixed a $3.25 million bond for fire, police, public safety and administration offices 3,284-3,948 and a $2.5 million street and flood control measure failed 3,232-4,010.
Zive was returned for a second term with a 5,225-1,727 victory over his 18-year-old challenger, Joshua Murchison.
