Sheriff Bill Lawry said the crowd scattered but had nowhere to hide when sheriff's deputies arrived on Sunday.
Sixteen cocks also were confiscated at the site between Fallon and Lahontan Reservoir.
"The big problem is what to do with the fighting cocks," Lawry said. "We can't keep them."
A Sacramento, Calif., humane society that has experience with trained fighting cocks recommended that the birds be killed, Lawry said, adding that he is seeking a court order to have them destroyed.
