CRIME AND PUNISHMENT
--Death penalty for drug traffickers.
--Chemical castration of sex offenders in certain circumstances.
--Increased penalty for domestic violence.
--Increased penalty for pandering juvenile prostitutes.
EDUCATION
--Mandatory attendance of kindergarten.
--Appropriation for the creation of law school at UNLV.
--Program to pay tuition of high school students enrolled in community college.
--Program for financing construction of public schools.
--Authorize formation of charter schools.
--Prohibit sexual relations between pupils and educational personnel.
--Appropriation to finance intramural sports and extracurricular activities for middle schools.
--Allow parents to choose which public school a child attends.
--Establish college savings program.
GAMING
--Limit neighborhood casinos.
--Create a tax-credit program to encourage casinos to provide affordable housing.
GOVERNMENT
--Define public records and designate what is public in the employment records of government workers.
--Create constitutional amendment to allow limited annual legislative sessions.
--Allow state workers to engage in collective bargaining.
--Constitutional amendment for appointment, rather than election of judges.
--Expand the scope of mandatory bargaining for school teachers and local government workers.
--Expand Las Vegas City Council.
HUMAN RESOURCES
--Require minors to notify parents if they seek an abortion.
--Provide full access to health care coverage for residents.
--Require fluoridation of all public water systems.
--Prohibit minors from possessing tobacco products.
--Enact a consumer protection law for those under medical managed care. Also prohibit organizations from instituting "gag rules" on doctors who provide services for HMOs.
MISCELLANEOUS
--Adopt bill of rights for apartment dwellers.
--Establish a no-fault auto insurance system.
--Allow law enforcement officers to stop and cite motorists for not wearing seat belts.
--Prohibit tripping horses for entertainment or sport.
--Create a state veterans home.
--Enact the pet population control act.
--Take Nevada off daylight savings time.
--Require notice to parents of explicit sexual content in certain animated videos available for rent.
--Allow competition for public utilities.
TAXES
--Lift the $3.64-cent limit per $100 of assessed valuation that local governments are allowed to tax.
--Allow fee increase on vehicle registration to pay for public transit programs.
--Provide for exemption to increase taxes on real property for people 62 and older.
--Allow increase in sales tax for management of garbage.
--Limit increase in amount of property taxes imposed on new house to not more than 10 percent per year.
--Equalize property taxes for governments in the Las Vegas Valley.
--Repeal the state's business tax.
--Authorize surcharge on employers if State Industrial Insurance System is declared insolvent.
