Letter: Not all can afford to be part of dust-control paving project

The Clark County Health District's PM10 program was developed in conjunction with the city of Henderson to help cut the dust caused by unpaved roads. Homeowners need pay only $5 per front foot to have the streets in front of their lots paved. The remainder of the cost is underwritten by the city of Henderson and Clark County Health District.
To participate in this program requires a 100 percent participation by home owners. If a single home owner cannot afford the upfront costs, the rest of the residents on the street can't take advantage of this program. This is unfair. Particularly when home owners in Summerlin and West Las Vegas received federal funds to pave some of their area roads.
Not all home owners in Section 27 can afford to pay $600 or more in advance. Why doesn't the city of Henderson let home owners pay their share of paving costs on a yearly basis with their taxes?
People living in Summerlin and West Las Vegas received federal funds when drilling and development caused dust. Are the residents of Section 27 not eligible because we don't live with the wealthy elite in Summerlin?
Flood control spillways and water projects are being constructed all around Section 27 causing dust and health problems for local residents. Why can't we get federal funding to help pave our streets?
The PM10 program is a good idea, but it must be rethought and retooled to accommodate the financial hardships faced by Section 27 residents. It's time for the politicians to do their job and help solve this problem. Quickly!
