* MANIC MONDAYS -- Instead of waiting until midweek, the City Council will begin meeting on the second and fourth Monday of each month, starting Feb. 24. The meeting date was changed because it conflicted with county planning and zoning sessions on Wednesday afternoons, said Councilman Michael McDonald, who sponsored the change. The council meets at 9 a.m. to deal with administrative matters and 2 p.m. to make land-use decisions.
