John Amend, UNLV's associate vice president for administration, said if all goes right, construction could begin by mid-February and the library could be finished by November 1999.
The 1997 Legislature approved spending $32.8 million on the library and the Lied Foundation pledged another $15 million to help build and equip the facility.
Also next year, university officials hope to begin construction on a parking garage that was promised to students more than two years ago.
Amend said it's hoped construction will begin on the $4 million garage by next fall, with completion by the summer of 1999.
