Sherry Flick suffered brain damage and nerve damage to her arms in the crash June 27, 1992.
Flick was riding in a vehicle driven by her sister when their car was run off the highway near the Flamingo exit by Kenneth De Jesus.
De Jesus pleaded guilty to a misdemeanor assault charge and paid a $250 fine.
Sherry Flick filed a lawsuit against De Jesus, accusing him of negligence, according to her attorney, Randall Mainor.
The victim filed a lawsuit after De Jesus' insurance company offered only $10,000 to settle the case, according to Mainor.
