Editorial: Consensus best solution for growth
The rural county south of Carson City has been crippled by the cost of building schools for new residents. Since voters there are reluctant to pass bond issues, officials decided to impose a $2,400 impact fee on new subdivision homes over the objections of developers. The resultant court case is being closely watched by Clark County builders for obvious reasons. Impact fees have been suggested as a way to pay for Clark County's growth problems, an issue which will probably end up in the next Legislature.

* How redevelopment is funded was incorrectly reported in Friday's SUN. When a redevelopment agency is formed, property taxes are frozen, and, when the land is assessed again, the difference is dedicated exclusively to redevelopment. For example, a parcel valued at $100 when the agency is formed and re-assessed at $150 would send $50 -- called the tax increment -- to the redevelopment agency. The rest is divided as usual among local agencies.

Letter: Term-limits convention is no threat to Constitution
The fears expressed by O'Callaghan about a convention to propose amendments are greatly exaggerated. Let's be clear on one point: A convention cannot enact anything. If, in the the unlikely event such a convention were ever called, any amendments proposed at the convention would still have to be ratified by the legislators in 38 states. That is a mighty tall hurdle for any amendment to surmount -- let alone ones as controversial as those often cited by the opponents of term limits. The framers of our Constitution clearly understood that there would be occasions when the Congress might usurp power ...

* ROAD RESTRICTIONS -- The commission has approved an ordinance restricting commercial vehicles from driving on the median lane of county-maintained highways and six-lane roads. The ordinance is an attempt to increase traffic safety and eliminate congestion, and to prompt state transportation officials to adopt similar regulations for state roads throughout Clark County.
Applications accepted for tax exemptions
Clark County Assessor Mark Schofield and his staff will be on hand to assist people with the applications that can reduce real property taxes, mobile home taxes or the privilege tax on vehicle registration fees by $25-$50 annually.
NCAA lets Dickel in
Neither was UNLV basketball coach Bill Bayno. Upon hearing the good news Tuesday afternoon that the NCAA had upheld UNLV's appeal to grant the 6-foot-1 freshman point guard from New Zealand his eligibility, Bayno pushed the opening day of fall practice back to 3:30 instead of the scheduled 3 p.m. start.
