Toy industry analyists aren't really the ones with the last word on toy sales. The annual Duracell Kids' Choice National Toy Survey asked 500 boys and girls, ages 7 and up in 29 U.S. cities, to evaluate 29 of the season's best new toys and to vote for their favorites. The company also has a toll-free toy hotline, (800) BEST TOYS, to help comsumers select kid-tested toys from among the thousands of new toys available. This year's Top 10 winners are:

* 1. BRAIN WARP by Tiger. A fast-action electronic verbal command game. The toy testers liked it best because "it talks and makes sounds," "has different games" and "it's challenging and you have to pay attention."

* 2. MONKEY MADNESS by Parker Brothers.

* 3. DIZZY DRYER by Mattel.

* 4. PICKIN' CHICKENS by Tyco.

* 5. TRAXX DELUX TRAIN SET by Battat.

* 6. FRANTIC ANTS by Parker Bros.

* 7. EASY SCORE ARCADE by Little Tykes.

* 8. LET'S PRETEND RESTAURANT by Creativity For Kids.

* 9. RUSSIAN BUILDING BLOCKS by T.C. Timber.

* 10. DUELING RACERS by K'NEX.
