Barking dogs are making neighborhood life miserable

We have one neighbor who goes away in his motorhome and leaves his two dogs outside to bark and howl day and night. Another leaves a dog in the garage where it yips all day long.

We have talked to the owners and the responses are, "What do you want me to do? It's my wife's dog. I'll take care of it. He doesn't bark when I'm home. Gee, I don't hear him."

We have called the city, but to no avail. After two calls there is nothing that can be done. We feel that the city should have stricter laws regarding barking dogs. The owners are obviously not going to take care of the problem.
