ETHICS PASSES -- The Las Vegas City Council finally passed much-debated revisions to the ethics ordinance, but not before doing some last-minute tinkering. Officials took away the Ethics Review Board's power to rule on conflict-of-interest cases involving outside jobs for council members, who must still disclose moonlighting jobs, however. Other changes include allowing members to attend political fund-raisers and other events related to city business and allowing the five-member volunteer ethics board to issue rulings, but not enforce, the ethics code.

SEWERS DELAYED -- The question of exactly who will be providing sewers to Summerlin South will have to wait at least another two weeks while city and county officials chew on a new plan advanced by Las Vegas Mayor Jan Laverty Jones. Jones has suggested the county provide the service to the township at $600 per connection -- a 50 percent discount -- while using an existing city sewer line, paying the city a portion of the connection fees which would be used to build a regional park. Councilman Arnie Adamsen, who had already hammered out a deal with County Commissioner Erin Kenny, must now go back and negotiate the new offer.
