Laws would regulate outcall services

The Clark County Commission is drafting a new law to regulate outcall services, widely viewed as fronts for illegal prostitution.
Commissioners are not intimidated by a federal lawsuit filed by an outcall business owner who accused the county of civil rights violations. Assistant Director of Business Licensing Ardel Jorgensen plans to present the ordinance in mid-August.
A person can request a private strip tease or nude dance by calling one of the many outcall services in Las Vegas. A dance typically costs about $150, according to the lawsuit brought by Richard Soranno, president of S.O.C. Inc., which operates under a number of names, among them Heart Throbs.
Soranno alleges that the county and Metro Police have caused him to lose customers through a series of restrictive ordinances and unlawful arrests.
Jorgensen said she doubted the validity of the claims, arguing that the county is not trying to shut down S.O.C. Inc. or other outcall services.
"I've not been involved in any discussion with any county person who made that kind of statement," she said.
Efforts to further regulate the industry are out of concern that prostitutes may be posing as dancers, county officials said.
