Legislative building bid comes in at $12.9 million

CARSON CITY -- A low bid of $12.9 million has been submitted to build a three-story addition to the legislative building in Carson City.

That's a positive step for the troubled project, but the problems aren't over yet. Lorne Malkiewich, director of the Legislative Counsel Bureau, said he plans to shave $1 million from the costs. And this will mean scrapping some parts of the planned project.

Q&D Construction Inc. of Reno submitted the lowest of four bids Thursday and Malkiewich said the company would be awarded the contract. This is the third contract for the job. Q&D Construction is already installing the structural steel for the building.

Heavy snows and rains have delayed the project, and the opening of the third set of bids was delayed four times.

Malkiewich said the contract requires Q&D to have the remodeling of the current building and the first floor of the addition completed by Jan. 1, just weeks before the opening of the 1997 session of the Legislature.

He said the lawmakers and the staff can manage and the full project is due to be complete by the end of March.

The bids for the third contract ranged up to $14.6 million.
