Code called limit on free speech

As soon as the Clark County Commission adopted a "citizens code of conduct," speakers lashed out at it as an attempt to muzzle free speech.

County critic Lee Wayne Hayes wouldn't face commissioners Tuesday, but directed his comments to the audience. Anthony Snowden bristled at the lack of public comment allowed during some discussions on agenda items.

Deputy District Attorney Mahlon Edwards said when the commission considers an ordinance, public comment is required by law at a formal hearing. Commissioners and the chairman have discretion on whether to hold public hearings on other items.

The new county code calls for citizens to keep their comments brief and focused on the issue at hand.
