In a letter last year to lawyers in the arena case, Carson Judge Todd Russell said he was approached by a signature-gatherer and given false information.
Russell did not sign the petition and offered to recuse himself, which the lawyers declined to request. Russell now has to rule on the issue after a bizarre state Supreme Court decision eviscerated the "description of effect" but said the initiative should still go on the ballot.
