You don't have to be an attorney to appreciate this one. Relative to Assembly Bill 6:
Section 18(1)(c) of A.B.6 states that "[a] general law cannot be made applicable to the provisions of this section because of special circumstances."
Section 18(2) of A.B.6 states that "[o]n March 12, 2010, or such other day as mutually agreed upon by the Clean Water Coalition and the State Treasurer, the Clean Water Commission shall transfer to the State of Nevada securities and cash which together total $62,000,000, for deposit in the State General Fund for unrestricted State General Fund use."
Wow! "We say that because of special circumstances, other laws don't apply, and we're taking that $62M, because we believe we can get away with it!" Wow! Is that the most outrageous piece of legislation in Nevada history, or did I miss something? Wow!!

Just hope somebody does the same for the Millenium program.
