Battle between executive, legislative branches intensifies: Governor rejects “wild goose chases”

In an extensive letter to legislative analysts, Gov. Jim Gibbons says state lawmakers have exceeded their statutory authority by requesting a base budget review. The language of the letter, which contains legal, political and financial arguments, seems to presage a constitutional challenge to Interim Finance Committee.
