Sandoval plan would cut state employee salaries, roll back benefits, privatize services and create flexibility with class-size money

Maybe Brian Sandoval is a conservative, after all. This plan sure hits many of the "right" talking points: Cut pay and benefits of state employees, cut budgets, privatize services, take money from school district.

School districts already grumbling that Sandoval mirrors Gov. Jim Gibbons on class-size reduction money diversion -- but he will claim he keeps districts whole with one-time use of unencumbered money in capital accounts.
