Boulder City recall drama not over yet

There's a little more drama in the saga over attempting to recall Boulder City Council members Travis Chandler and Linda Strickland.

On Wednesday the state legislative council issued an opinion saying all registered voters can legally sign petitions calling for a recall.

The opinion contradicts an interpretation from Secretary of State Ross Miller that stated only individuals who voted in the 2007 elections won by Chandler and Strickland could sign petitions.

State Sen. Terry Care asked for the opinion, saying he "just wanted to take a second look" at the election process.

"I have no interest in this business in Boulder City," said Care, D-Clark County.

Miller's opinion effectively killed the petitions. Clark County Registrar of Voters Larry Lomax said more than 30 percent of the people who signed the petitions did not vote in last year's elections.

That allowed Chandler to survive the recall effort. But there were enough valid signatures on the Strickland petitions for the secretary of state to direct the county to review all of the names.

Even with that full review, Lomax said today it doesn't appear that there are enough valid signatures to trigger a recall election. The count, however, has not been completed.

The recall petitioners -- three Boulder City residents -- can appeal the counts to the secretary of state.

Earlier this month recall proponents filed petitions to recall Chandler and Strickland with 1,980 and 1,974 signatures, respectively. Petitioners had to collect 1,085 signatures to place Strickland's recall on the ballot and 1,268 for Chandler's.

The numbers differ because Strickland was elected in last year's primary election, but Chandler was elected in the fall's general election, which had a higher turnout.
