WASHINGTON — Some of you have asked why Senate Majority Leader Harry Reid, who favored the $14 billion auto bailout bill , ended up voting against it?

The answer is this: By changing his vote last week from aye to nay, the majority leader reserves the right, under Senate rules, to revisit the legislation. Reid has done this before, for example, on bills to do with the Iraq War.

So does that mean Congress isn’t really done for the year, and could return in coming days to revote on the bailout for the Big Three?

Procedurally possible. But politically doubtful. While Reid left the door open, and Congress is technically meeting now in pro forma sessions, it seems unlikely senators will be called back to Washington.
